A justu in where the user makes it rain by using their chakra to make rain clouds. Through this jutsu Pain can feel wherever the rain falls, so if a chakra other than the village's gets hit by the rain he's first to know. Also the rain will continue to fall until he stops it, so whenever he leaves his village he activates it to keep watch over his village.
