With this jutsu the user shoots out water mixed with chakra to increase its viscosity over a vast area. If the target touches the water unprepared they become stuck, but because the enemy can flow chakra to the bottoms of their feet to retain their movement this jutsu is used mostly to decrease the amount of space they can move in.
